The criticality of a well modularized software system can be analyzed using various recognized methodologies. System Safety,Inc. uses the SHARD method (Software Hazard Analysis and Resolution in Design) developed by the Department of Computer Science  at the University of York. This method allows the analysis of modules in a more structured way than the often used "software FMEA'.
